New Planning Consultation Letters from Southwark Planners

Southwark Planners have recently issued a set of 3 consultation letters to Residents, copies of which are enclosed in this post, below.

Each letter calls for Residents' comments regarding proposals to discharge the remaining Planning Conditions for three main elements of the Garden and Landscape completion works:

  • Landscape (Design / Layout)
  • Cycle Storage
  • Refuse Storage / Re-Cycling Storage
We have previously attached Angel Property's design drawings to earlier posts to this website; scroll down to view and download this information. Southwark require Angel to provide 251 cycle stands in total across the site (i.e. the total of existing stands and new stands).

We have suggested that this number is probably excessive in relation to actual residents' demand and usage - however, to date Southwark have not been prepared to reduce this target figure. We have also proposed that some of the additional cycle stands are most easily and located in the Basement Car Park - but we have yet to receive final confirmation of this from Southwark or Angel. Angel's proposals received to date locate new stands adjacent to the existing cycle stands along the southern boundary wall and also within the footprint of the existing bin-store, which will be relocated to the garden as part of the main works.

Southwark Planners Consultation Remit:

Southwark Planners have informed us that under the Planning Consultation Process they unfortunately cannot deal with Residents' comments related to Landlord & Tenant issues such as; Insurance, Health & Safety, Insolvency, Maintenance Costs of the Garden / Service Charges, Warranties or Security. We state this for Residents' information only - this does not imply JFRA support for the LBS position.

Further to this, the JFRA have been pressing the case for some time to ensure that CCTV coverage is provided to the Garden; to date Southwark do not agree that Angel should provide this. Following JFRA liason, Southwark have though agreed to ask Angel to provide irrigation and security fob-access controls to all garden gates - however, we have yet to see this confirmed in writing.

Southwark Environmental Health are responsible for assessing and approving Angel's proposals for site-contamination management, which includes existing soil removal up to 60cm deep to planting areas, and a barrier membrane to prevent contamination of imported top soil. Further soil testing has been requested by LBS when the current groundworks phase is concluded.

The JFRA has consulted with a locally based qualified Landscape Architect, and their comments on the garden design and works on-site have been forwarded to both Angel and LBS.

Finally, we attach the original LBS Consultation letter which was issued 04.03.09 in relation to the consent notice posted on our site 03.03.09 together with the garden design information posted to facilitate Residents' comments.

Chimney Area Landscape

Garden_Isometric

We received today, via London Borough of Southwark, the above layout of the proposed landscape design to the Chimney Area.

Whilst certain elements such as stormwater drainage gulleys are not yet visible on the layout, and there is no planting proposed adjacent to Block C, it represents an improvement form the tarmac-only proposal originally tabled by Angel Property.

We will be passing our comments to LBS Planners - all residents are welcome to contact the JFRA direct or leave comments on the associated message board post.

(The 3-d view of the garden is provided by the Contractors London Crystal as a supplementary image to assist resident's appreciation of the planting proposal and garden layout and does not represent any change to the planned layout already posted erlier on this website.)

JPEG files of both new drawings can be downloaded if you follow the links below:

A reminder of how it has been for the last 6.5 years

Garden Update: 14th May 2009

Site Progress

Residents will have noticed the scaffold which is being taken down from the chimney to reveal the re-conditioned chimney structure which the JFRA secured after significant campaigning as part of the Garden Works and Section 106 Agreement. The chimney brickwork has been substantially re-pointed, the lightning conductors have at last been secured and earthed, the emblematic ‘Hartley’ lettering has been cleaned, paint has been cleaned-off the chimney at lower levels and a mesh has been added to the top of the chimney to prevent pigeon roosting.

The half-demolished structure adjacent to No. 3 Rothsay Street has been structurally stabilised and re-painted to match the standard Jam Factory grey colour used throughout the Estate. Below this, the bin-store is taking shape ready for the change-over from the existing location. The existing bin-store will be fitted-out with new cycle racks by Angel’s contractors and as required for the planning consent by Southwark Council.

Elsewhere, the tree and shrub-planter walls are progressing with the lawn area now clearly visible from the upper levels of Blocks ABC – the walls will be finished in a render coat which will be painted - this element of the work has already begun to a number of the completed walls. Most of the railing posts are in-situ ready for fixing of the railing-panels themselves which are currently being fabricated in Block D to match the design of the existing railings already on-site.

The planters must be dug-down to a minimum of 1m where trees are proposed, and this work is yet to be completed. The area currently occupied by the refuse skip and contractors vans will be the last element to be put in place as part of the works – the children’s playspace.

Information / Scope of Work still Outstanding from Angel Property

This is not an exhaustive list, but the main items are as follows:

We still await the revised layout for the Chimney area landscaping – Angel’s original tarmac proposal was rejected by both the JFRA and Southwark Council. We are expecting to see a layout with trees, a water feature, seating, soft-planting and a proper ‘storm’ drainage system. As soon as we have seen sight of this plan it will be posted on this website.

The JFRA have also requested details for both secure and manageable fob-access control to all Garden / Bin-Store entry points plus extension of the CCTV coverage to cover these areas and an irrigation system for the planting, but as-yet Angel Property are un-willing to cover the cost of these items.

We continue to press for these essential and integral items to be included in the works which we maintain are absolutely necessary for completion of the Garden, are also Angel’s planning responsibility by Section 106 Legal Deed and must not be passed-over to Residents in Service Charges. The time to install pipework and cabling for these items is obviously now whilst the ground-works phase is still underway.

Residents can put their views forward in this regard by contacting the Case Officer at Southwark: Kiran Chauhan (kiran.chauhan@southwark.gov.uk) 0207 525 5000, and re-iterating the requirement for these critical items to be included in the build at Angel’s cost, and not at the Residents’ cost. They can also write to their local Councillors in Chaucer Ward: lorraine.zuleta@southwark.gov.uk and tim.mcnally@southwark.gov.uk
