          <![CDATA[<p>The next meeting to review the outline designs prepared by Southwark Regeneration for improvements to Rothsay Street will be held at Decima Street Residents Hall (opposite the GP Surgery)&nbsp;at 7pm, Wednesday, <b><span style="color: #ff0000;">March 17th</span></b>, 2010.&nbsp;</p>
<p>Attendees will include Councillor McNally for the Chaucer Ward, officers Southwark Regeneration, JFRA, Haddon Hall TMO and Decima Street TRA (Meakin Estate).</p>
<p>The first meeting was held on 14.01.10 and reviewed local people's ideas and preferences for how the &pound;242,000 grant is to be spent.</p>
<p>This second meeting will review the design work that Southwark has undertaken as a result of this meeting and the consultation responses received.</p>
<p>The JFRA has facilitated this process in conjunction with our local community representatives Haddon Hall TMO and Decima St TRA (Meakin Estate). The final selection of design options for implementation will be made by Southwark Council (not the JFRA) based upon a democratic assessment of responses and preferences received to date.</p>

          <![CDATA[<p>&nbsp;<b>Key Outcomes of tonight's meeting as a result of resident's comments and Grant Littler Architects' revised proposals were as follows:</b></p>
<p>(List is not comprehensive but covers main themes)</p>
<p>&nbsp;- CCTV camera added to Rothsay street entry gate with intercom to Porter's Lodge (JFRA repeat of earlier request from March 2009)</p>
<p>&nbsp;- Water Feature extended by 1.5m either end - (This will block the existing footways and entail 'moving' the benches either side of the chimney. Layout to be issued by Grant Littler Architects.)</p>
<p>&nbsp;- Anti-climb spikes to top of inner railing.</p>
<p>&nbsp;- Low-level guard-railings set-back under Block B balcony to B004</p>
<p>&nbsp;- CCTV survey of drains</p>
<p>&nbsp;- Improved lighting in terms of reducing glare (barn-doors to chimney flood lights) and extending illumination period.</p>
<p>- Consideration given for ways to protect walls from bin removal to street.</p>
<p>&nbsp;- Resident consultation period now closed.&nbsp;</p>
<p>- Bin Store layout already approved by Southwark Council / Cycle Racks outside S106 process.</p>
<p>&nbsp;-&nbsp;<b>No changes to the actual garden itself<span style="font-weight: normal;">. </span></b></p>
<p><b><span style="font-weight: normal;">(It was pointed out that the proposed alterations fall outside the garden curtilage and the S106 Demise but were being offered by Angel Property to help resolve residents' complaints over the Garden Layout and an alleged lack of consultation.)</span></b></p>
<p>JFRA requested fob access controls to all gates - these will be provided.</p>
<p>&nbsp;<span style="font-weight: bold; ">Other Issues:</span></p>
<p><b>Access:</b> The JFRA explained that they had received feedback from residents, and that they wanted security to be considered in granting access to the public. The JFRA has proposed fob-access to be provided to local residents of the Meakin and Haddon Hall Estates and this was previously discussed at the public S106 Rothsay Street meeting (14.01.10) with Haddon Hall TMO, Meakin Estate (Decima St) TRA and Councillor McNally.</p>
<p>There were differences over the interpretation of what 'open to the public to pass and re-pass'&nbsp;meant in practice from the wording of the S106 Agreement - a resident in Block B and the Southwark Planning representative interpreted this as an 'open gate'.</p>
<p>The JFRA's preferred approach is that public access can be achieved and better managed by providing fob-access to all our community neighbours - as is the case for other Community Gardens in Southwark such as the Tate Modern Garden.</p>
<p><b>Residents should make their views clear to Southwark Planners in order that a majority voice is heard.</b></p>
<p><b>Maintenance Charges</b>: There was a lack of consensus over the wording of the S106 agreement in this regard and who would be responsible for maintenance. In all planning discussions leading up to granting of permission of the Garden, it was made clear that the residents would be responsible for maintenance. Southwark were clear that the Council would not pay for maintenance. The JFRA's view was that in practice only the Residents were going to be motivated or interested in maintaining the Garden. It was requested that Southwark Planners clarify this point and how the Garden Maintenance would be funded in practice.</p>

          <![CDATA[<p>We are aware that what appears to be a second residents association has been formed for the Jam Factory - 'Jam Flats'</p>
<p>Residents will have to make up their own minds in relation to whether this will be a positive contribution for our Estate and what improvements will arise as a result of its formation.</p>
<p>In the meantime, we wish to make the following clear to residents in relation to recent anonymous assertions made by 'Jam Flats':</p>
<p>1. It is untrue that any resident has been denied membership of the JFRA.&nbsp;</p>
<p>2. The JFRA invited a group of residents, whom we believe are very likely to be promoting 'Jam Flats',&nbsp;to discuss their concerns with us.</p>
<p>We received no reply from them.</p>
<p>3. The JFRA also invited one of these residents to discuss his concerns in relation to the Garden back in March 2009.</p>
<p>Again, we received no reply.</p>
<p>We would prefer to have One association for One estate - we also believe this makes for the most effective, co-ordinated voice possible in relation to the Landlord (JFFL), Stonedale, Angel Property (Block D), Southwark Council and our Community Neighbours.</p>
<p>If any residents have issues which are important to them they are very welcome to join the JFRA and make the case for those issues within the Association.</p>
<p>The JFRA is your Residents Association. We are only as effective and representative as the Members who join, and the Committee Members who are elected by those members.</p>

          <![CDATA[<p><b>The JFRA warmly invites all residents to become a member of the Association for 2010 to support our work to make the Jam Factory a better place to live and to have a voice over matters that are important for our Estate and quality of life.</b></p>
<p>Membership is open to any resident of the Jam Factory (including owner occupiers and tenants) and to non-resident Lessees, and entitles members to a vote at the AGM to decide on key policy issues and selection of the new Committee for 2010-2011.</p>
<p>The JFRA was formed in 2003 and is recognised by Southwark Council as the official representative body for the interests of Jam Factory Residents. A copy of our Constitution and a list of the current Committee Members' names and their roles is available to download on this website.</p>
<p>This will be another important year for Jam Factory residents. The JFRA works on behalf of its members on a range of important issues: Over the coming year we will be working to ensure that:</p>
<ul>
<li>the final details of our hard-won planning      successes (Garden, completion of the Estate Landscape) are implemented in compliance with residents&rsquo; requirements</li>
<li>JFRA&rsquo;s own resources are used to put in place      additional environmental improvements </li>
<li>there is a successful transition to a      self-managing estate</li>
<li>the day to day issues of managing the      environment we live in are addressed&nbsp; </li>
<li>we continue with our programme of regular      social activities. </li>
</ul>
<p>This year&rsquo;s membership fee is &pound;50.&nbsp; Our membership year runs from January 1<sup>st</sup> &ndash; December 31<sup>st</sup></p>

          <![CDATA[<p>Last night's consultation meeting for the Rothsay Street improvements was attended by the JFRA and representatives of Haddon Hall &amp; Meakin Estate (Decima Street TRA), together with individual residents form all three estates. From Southwark, two regeneration officers were present plus Councillor McNally.&nbsp;<br /><br />Comments were collected by Southwark's officers, and will be taken into account in the draft design, to be issued by Southwark at the end of February this year for costing. A large-scale print of the JFRA's discussion ideas plan was marked-up by Southwark officers for further development of the draft design. Some images of similar types of local improvement works were brought along by Southwark - we will scan and upload to this website.&nbsp;</p>
<p>Southwark's officers explained that Public Realm needs to be robust and so can be expensive - the finding decisions with the available money need to be carefully taken.</p>
<p>Main discussion areas were:&nbsp;</p>
<p>- Re-iteration that Alice Street improvements were not inlcuded in the Rothsay Street package and would follow once any construction works to that site were completed<br /><br />- Possible postponement of improvement works to lower end of Rothsay Street closest to Tower Bridge Road until Alice Street site is re-developed. Southwark explained this site is to be developed with new affordable housing.&nbsp;<br /><br />- Widening of far northern end closest to Weston Street (site of recent assault) through re-configuration of landscaped enclosure and Haddon Hall's existing bin-stores. The Haddon Hall estate need to consider the impact of this on adjacent residents and landscaping.&nbsp;<br /><br />- Keeping any new trees away from windows. Haddon Hall Chair preferred not to have fast-growing deep rooted tree species.&nbsp;<br /><br />- Preserving the 'defensible space' in front of Meakin Estate, but looking at ways to find better alternatives to the existing brick dwarf wall such as low-level planting as the wall is a loitering hot-spot and the grass is a dog lavatory.&nbsp;<br /><br />- General support for the 'raised table' crossing to improve access between the Meakin Estate and the Jam Factory Garden and as a way to slow traffic.&nbsp;<br /><br />- Finding a solution to the ugly 'cow catcher' gates at the north / Weston street end of Rothsay Street which can still prevent motorcycles and slow bicycles but also allow access for prams and wheelchairs and also not be intimidating at night. A few conflicting issues there, not any easy problem to solve, but the public realm designers at Southwark are experienced in resolving such issues.&nbsp;<br /><br />- Looking at improving parking restrictions to prevent blockage of access to both the Jam Factory car park and Meakin Estate, especially for refuse vehicles.&nbsp;<br /><br />- Pretty much unanimous support for non-contentious improvements such as improving footway paving, removing depressions, widening pavements, straightening kerbs and locating parking bays within paved areas at pavement level to increase the impression of people space over car space and help to slow traffic.&nbsp;<br /><br />One topic went off the agenda, but it was clarified at the meeting by Southwark that access to the Jam Factory garden would be for residents of Haddon Hall and Meakin Estates during daylight hours only via issue of programmed access fobs. The JFRA explained that fob-access would be provided to Southwark refuse / re-cycling collections when the Garden can be completed, and that this can only happen after the Section 106 Consultation period has closed at the end of this month.&nbsp;</p>]]>

<p>The street is&nbsp;organised, as a starting point for discussion,&nbsp;into three distinct zones - <strong>North, Centre and South</strong>,&nbsp;as a way to focus comments,&nbsp;investment, funding pots (S106 vs. CGS)&nbsp;and construction phasing.</p>
<p>In response to recent resident requests on this website - we have also asked Southwark to cost each item - e.g. trees, paving&nbsp;etc. to give Residents an idea of how&nbsp;you think&nbsp;Southwark should&nbsp;prioritise the spending.</p>
<p><em>(Please note for avoidance of any potential doubt,&nbsp;that the JFRA will not make the final design selection or funding decisions, this will lie with Southwark Council. The JFRA has been asked to facilitate collection of comments from you, the Residents, for onward&nbsp;review by Southwark who also periodically&nbsp;read this website to review your comments direct. Southwark also will take on board comments from our neighbours in the Meakin Estate and Haddon Hall Estate before making final scheme design selections. <p><b><span style="color: #0000ff;">RESIDENT CONSULTATION</span></b></p>
<p><b>&nbsp;</b>Southwark Council have notified us this week that &pound;183,299 is now available to be spent on environmental upgrades to Rothsay Street as part of the Section 106 Planning Obligations for the Jam Factory Site.&nbsp;</p>
<p>&nbsp;1. Southwark have asked the JFRA to co-ordinate comments from residents at the Jam Factory regarding what residents would like to see done to improve Rothsay Street. The Council is also consulting with other community neighbours outside the Jam Factory and with the local Councillors. Please note that Southwark Council are responsible for the final selection of ideas / proposals and the actual detailed design of the final works. The JFRA has been asked to help them facilitate this process.</p>
<p>&nbsp;2. Southwark are also encouraging the JFRA to make a &lsquo;Cleaner Greener Safer&rsquo; (CGS) application for additional funding of &pound;50,000 as part of the upgrade works. JFRA will make this application jointly with the Decima Street Tenants &amp; Residents Association (Meakin Estate) and Haddon Hall TRM. The deadline for the application for additional funding is 8<sup>th</sup> January 2010.</p>
<p>&nbsp;3. We will post the Council's plan for the upgrades, the "Client Brief", onto this site when it is available. We expect it will be available soon. We encourage all residents to provide comments on the plans onto this forum and we will collate these and send to the council.&nbsp; We will also provide contact details here for those those who wish to comment independently of this forum when we have confirmation from Southwark of their preferred contact e-mail.</p>
<p>&nbsp;4. The area that is planned benefit from the upgrade stretches from the junction with Weston Street in the North West, to Tower Bridge Road in the South East. It does not include Alice Street.</p>
<p>&nbsp;We have the option to concentrate improvements over one area &ndash; or to spread them from Weston Street all the way to Tower Bridge Road &ndash; this element needs careful consideration by Residents. This aspect could also be linked to the CGS Application in terms of demise and scope.</p>
<p>5. In the meantime, here are some starting points for Residents to consider:</p>
<p>- Footways: widen, straighten &amp; level kerbs, infil redundant crossovers &amp; depressions, introduce new paving,</p>
<p>- Landscape: Plant new street trees &ndash; these could complement and reinforce the new Jam Factory Garden trees.</p>
<p>- Rationalise parking (we must maintain the existing number of bays) and vehicle access along Rothsay Street (access for refuse vehicles also needs to be maintained)</p>
<p>- On street motorcycle parking</p>
<p>- Traffic calming measures and a raised table across Rothsay Street, connecting the Jam Factory with the Meakin Estate (Southwark objective)</p>
<p>- Improve the connection between Rothsay Street and Weston Street &ndash; eliminate fencing barriers across footways and replace with simpler bollards</p>
<p>- Bollards to the narrow section of Rothsay Street near Tower Bridge Road to prevent cars and vans parking on the pavements.</p>
<p>- Pedestrian / cycle signage to help improve linkages between London Bridge / Borough and Bermondsey / Tower Bridge Road.</p>

          <![CDATA[<p>Many thanks to all those who have praised the arrival of the garden, whether on or off webjam.&nbsp;<br /><br />A few queries on the Bin Store and Motorcycle Parking have been posted recently for which we attach information below which we trust will clarify matters.&nbsp;<br /><br />These points have already been covered by previous JFRA information bulletins / postings on this website, and JFRA information mail-shots over the past year or more, but it may help for those residents who may have missed these:&nbsp;<br /><br /><b>Bin Store:&nbsp;</b><br /><br />1. The bin store has been re-located for two main reasons:&nbsp;<br /><br />- To avoid the need for large heavy refuse lorries to enter the site to collect rubbish and re-cycling, thereby reducing noise and damage to the paved areas.&nbsp;<br /><br />- To create space for secure, covered cycle parking, as required by Southwark Council to achieve planning consent, located in the old bin store adjacent to the existing cycle storage &amp; main entrance.&nbsp;<br /><br />The proposals to move the bin store were first outlined several years ago as part of the long-running planning consultation process. Both Southwark and JFRA Consulted in detail over the proposals by means of official consultation letters in the case of Southwark (these were made available for download from our website) and noticeboards / bulletins and plans for downloading from this website in the case of the JFRA.&nbsp;<br /><br />In both cases, comments were invited on the detailed &amp; finalised proposals from both the JFRA and Southwark in the early part of this year. The JFRA did not receive any objections from residents in relation to the bin-store re-location, nor did Southwark report to the JFRA any objections to this.&nbsp;<br /><br />Southwark approved the refuse proposals in August 2009 following the statutory consultation period.&nbsp;<br /><br />2. In terms of noise disturbance, this should be reduced with the new bin store, not increased.&nbsp;<br /><br />- No heavy refuse vehicles will need to enter the site.&nbsp;<br /><br />- Mixed re-cycling, (which has been introduced by Southwark Council across every property in the borough, and which was not introduced by the JFRA or Stonedale), is intended to reduce noise by mixing glass with paper and plastic which of course will muffle the noise.&nbsp;<br /><br />- For all flats other than live-work units on the ground floor, re-cycling is now collected by Stonedale centrally and emptied into the central re-cycling containers, so this will occur during working hours.&nbsp;<br /><br />- The new bin store is now equipped with discreet deadlocks to all gates &ndash; it is therefore possible for the Porters to close the bin store after, for example, 8pm in the evening to control noise.&nbsp;<br /><br />3. Reducing Visual Impact:&nbsp;<br /><br />- Options are under review currently, such as cables will could be installed across the bin store to allow creeping plants to hide the bin store below and climb the adjacent wall to mask and &lsquo;green&rsquo; the area. (See earlier web postings).&nbsp;<br /><br />- The floor of the new bin store is painted with a waterproof covering for cleaning.&nbsp;<br /><br />- The new bin store is located as far away as is feasible from existing Jam Factory flats, and sits directly below windows to a property which is not part of the Jam Factory.&nbsp;<br /><br /><b>Motorcycle Parking:&nbsp;</b><br /><br />The motorcycles have to be moved to make space for new cycle racks which are required by Southwark to discharge planning consent for our Estate.&nbsp;<br /><br />The JFRA, in tandem with several residents, successfully lobbied Southwark to reduce their requirements for cycle parking to limit visual and physical intrusion into the Estate, by limiting the secure parking &lsquo;cages&rsquo; demanded by the Planners to just the old bin store area and the car park, and not all new cycle racks.&nbsp;<br /><br />Again, we have consulted widely via this website / noticeboards on the requirements for new cycle racks &amp; re-located motorcycle parking and this has also formed part of Southwark&rsquo;s planning consultation.&nbsp;<br /><br />The JFRA has lobbied for and secured 32 numbered motorcycle bays for residents in the car park as alternative parking provision which are now installed and ready for use.&nbsp;<br /><br />Cycle racks are due to be delivered on site on Monday 30th November 2009.&nbsp;<br /><br /><b>Planters between Blocks A and D:&nbsp;</b><br /><br />The planting is not yet complete (as for the garden itself), the rest of the plants are expected to arrive next week. Detailed planting plans for these planters can be downloaded from our homepage.&nbsp;<br /><br /><b>Site Rules:&nbsp;</b><br /><br />These are set and enforced by the Managing Agent and the Freeholder, not the JFRA.&nbsp;<br /><br />The JFRA takes feedback from residents about what impacts on their quality of life and disseminates this to Stonedale and the Freeholder: e.g. abandoned items left outside Block C.&nbsp;<br /><br />In a high-density urban development like the Jam Factory, rules are going to be inevitable consequence of maintaining a decent quality of life and quiet enjoyment for residents &ndash; compromise is always going to be fact of life when living in a flat.&nbsp;<br /><br />As a result of these recent comments, we will ask Stonedale to review closure of the bin store in the late evening - many thanks again for your input.&nbsp;<br /><br /><b>JFRA&nbsp;<br />Planning &amp; Amenities&nbsp;</b></p>]]>

<div>As you will have seen, the Garden is nearing completion.&nbsp;Landscape Works are still ongoing in this area. Please note, that the Garden is not yet open&nbsp;for use by residents until we receive confirmation that the area is completed by the Contractors.</div>

<div>Residents <span style="text-decoration: underline;">are</span> free to use the area around the chimney and the new bin store - <strong>please take care around the hoarded-off&nbsp;water feature zone - especially with children and after dark -&nbsp;as this zone&nbsp;is still&nbsp;incomplete.</strong></div>
<div>&nbsp;</div>
<div><strong>We would kindly ask all residents that once the Garden is open, the Lawn area must not be walked upon</strong> until the turf has had time to establish roots into the topsoil below&nbsp;- we expect this could take several months over winter&nbsp;into early spring. Walking over the turf at this early stage could cause permanent damage, leading to replacement turf and further delays / costs&nbsp;in getting this area fully accessible and ready for spring and summer.</div>

<div>We have asked Stonedale to prepare to cordon off this area with a prominent 'please keep off the grass' notice.</div>
<div>&nbsp;</div>
<div>Finally,&nbsp;a number of residents' items have been left either side of the chimney area - plant pots, garden furniture etc. We would ask that Residents re-claim their items as Stonedale will be disposing of these items soon in preparation for clearing thoroughfares for the new Garden and Bin Store access routes.</div>

<p>A lot has happened today &nbsp;- with more developments to come over the next few days.</p>
<p><b>The hoarding between Blocks A &amp;&nbsp;B has come down!</b></p>
<p><b>Residents now have access to the complete chimney area for the first time.</b></p>
<p><b><span style="font-weight: normal;">Gravel has gone in to both the chimney area and the Garden.</span></b></p>
<p>The new bin store has been completed with a smart new washable paint-finish to the floor of this area.</p>
<p>We are expecting a second delivery of plants for the Garden and Planters soon - hopefully next week.</p>
<p>The first new cycle racks are due to be delivered tomorrow (26.11.09)</p>
<p><b>We would conclude by saying that there is much to celebrate and be proud of thanks to the achievements and hard work of the JFRA and all residents who have supported us over the last few years.</b></p>
<p><b>The facilities will be available to all residents.</b></p>
