When I came home this evening a man on foot was hanging around the car park and the doors on Rothsay Street. He followed me (on foot) into the car park so I asked him (gently) if I could help. He announced himself as Charles Style of Angel Property on site to inspect Block D. When I inquired as to the likely reinstatement of lift service, he scuttled off muttering to himself.
